I think one big thing on that list is the county fair. A good county fair brings in thousands of youth, many who are high school graduates who work on the family farm or in the local area. That demographic is a step in the right direction.
Churches are also another possibility, along with 4-H clubs. There are also Ruriteen and Key Clubs that are civic/service organizations for many high school students in rural school districts.

A lot of people who responded mentioned local/county fairs. I was actually surprised about the amount of responses that specifically mentioned Dairy Queen.
